团聚类移民 Family Sponsorship

If you are a Canadian citizen or a permanent resident of Canada, age 18 or over, you can sponsor certain family members to become Canadian permanent residents. Your relative can then live, study and work in Canada. Canada offers sponsorship programs for permanent residents or citizens of Canada that wish to bring their loved ones to Canada. These programs allow certain family members to become permanent residents of Canada. One of the most popular streams of Canadian immigration, family sponsorship programs make it easy for citizens and permanent residents to bring their spouse and immediate family members to Canada with reduced processing times because Canada knows that family should never be put on hold.
Parents and Grandparents
父母及祖父母团聚计划 ，允许加拿大公民或居住在魁北克省以外的永久居民作为担保人，担保其父母/祖父母成为加拿大永久居民。联邦政府移民部门发表的最新政策显示，目前计划通过 PGP 每年吸纳 23,500 名新移民。
作为担保人的公民或永久居民需要先提交「担保意愿书」入池，加拿大移民部 IRCC 通过随机抽签的方式向“池中”的候选人发放被动移民邀请函。收到邀请后，担保人及其父母/祖父母需要在60天的时间内递交完整的移民申请材料。
The Parents and Grandparents Reunion Program (PGP) allows Canadian citizens or permanent residents living outside of Quebec to act as sponsors to sponsor their parents/grandparents to become permanent residents of Canada. The latest policy published by the federal government’s immigration department shows that it currently plans to absorb 23,500 new immigrants a year through the PGP.
Citizens or permanent residents who are guarantors need to first submit a “Letter of Intent to Sponsor” to enter the pool. IRCC of the Canadian Immigration Department issues passive immigration invitation letters to candidates in the “pool” by random drawing. After receiving the invitation, the sponsor and his parents/grandparents need to submit a complete immigration application within 60 days.

- Be at least 18 years old；
- Live in Canada；
- Be a Canadian citizen, permanent resident, or a person registered in Canada as an Indian under the Canadian Indian Act；
- Have enough money to support those they want to sponsor by meeting minimum income requirements for the previous three years. Candidates can include co-signer in their application, allowing the combined income to be considered.
Meanwhile, the sponsor has to:
- agree to financially support the parent or grandparent for 20 years from the date they are approved for permanent residence;
- Reimburse the government for any social assistance paid out to the parent or grandparent during that time.

- Citizens and permanent residents can sponsor their own parents and grandparents, related by blood or adoption;
- In cases of divorce or separation, the spouses or common-law partners of parents and grandparents are also eligible;
- A sponsor’s brothers and sisters, or half brothers and sisters, are only eligible if they qualify as dependent children;
- More than one person or couple can be sponsors if the financial requirements are met.

配偶团聚 Spouse
符合条件的加拿大公民或永久居民（担保人），可以担保其配偶来加拿大团聚。
Eligible Canadian citizens or permanent residents can sponsor their spouses to come to Canada as a permanent resident.
- 至少年满18周岁；
- 是加拿大公民、永久居民，或记录在册的印第安原住民；
- 居住在加拿大境外的公民作为担保人，必须证明被担保人在获取永久居民身份后计划在加拿大居住；
- 居住在加拿大境外的永久居民，不能作为担保人；
- 能够证明没有因为残疾以外的任何原因接受社会救济；
- 能够为被担保人提供基础经济保障；
- 在担保已婚配偶、普通法伴侣和事实伴侣时，担保人必须在被担保人成为加拿大永久居民后的至少3年内在经济上对其负责。这意味着担保人需要为被担保人提供经济支持，并偿还被担保人在此期间收到的任何形式的社会援助。担保人与被担保人还需签署一份「担保协议」，即：担保人需向被担保人提供基础保障；
- 被担保人需竭尽所能自力更生养活自己及家人；
- Be at least 18 years old;
- Be a Canadian citizen, permanent resident, or a person registered in Canada as an Indian under the Canadian Indian Act;
- Canadian citizens living outside Canada must show they plan to live in Canada when the sponsored person(s) become permanent residents;
- Permanent residents living outside Canada cannot be sponsors;
- Be able to prove they are not receiving social assistance for reasons other than a disability;
- Be able to provide for the basic needs of those being sponsored;
- The sponsor will provide for the basic need of the sponsored person(s);
- The sponsored person(s) will try to support themselves and any family members.

Dependent Child Sponsorship allows family members living in different countries to reunite and live together in Canada. This program allows Canadian citizens and permanent residents to immigrate their children from abroad to Canada and become permanent residents. Dependent children, whether biological or adopted, can become permanent residents of Canada to live with their parents.

- When sponsoring a biological or adopted child, the sponsor must be financially responsible for the sponsored person for a period of time after they become a permanent resident of Canada. This means that the sponsor needs to provide financial support to the sponsored person and repay any form of social assistance the sponsored person has received during this period.
一般情况下，满足子女团聚担保条件，被担保人必须：
- 未满22周岁；
- 未婚或没有同居伴侣；
满足22周岁或以上的未独立被担保人，必须：
- 由于身体或精神疾病无法在经济上养活自己；
- 在年满22周岁以前在经济上依赖父母的支持；
如被担保人满足“未独立”条件，担保人可以担保：
- 自己的子女
- 配偶或同居伴侣的子女
In general, to meet the requirements for sponsoring children, the sponsor must:
- Be under 22 years old;
- Not have a spouse or common-law partner.
Dependent children who are 22 years old or above must:
- Be unable to financially support themselves because of a mental or physical condition;
- Have depended on their parents for financial support since before the age of 22;
If the children meets the “not independent” condition, the
sponsored can be:
- their own child;
- Spouse or partner and their child.
